The Bluffs at Lake Lucy
The Bluffs at Lake Lucy development was originally part of the overall concept for The Park subdivision brought to the City by Lennar Corporation and received preliminary plat approval in March of 2019. The review process started in the summer of 2018 with a concept for a Planned Unit Development (PUD). The PUD allowed for flexibility of lot size with the expectation of preservation of a significant amount of open space. The developer dedicated 50 acres for public park use around the perimeter of Lake Lucy. From the time of concept review in 2018 to preliminary plat approval in March of 2019, the subdivision went through a number of changes including:
- Decreasing the number of lots from 199 to 169
- Increasing minimum lot size
- Eliminating the through street in the north portion (The Bluffs at Lake Lucy)
- Creating a perimeter buffer between the development and the homes to the south
- Creation of tree preservation easements
The preliminary plat has 4 phases. The 4th phase, now called The Bluffs at Lake Lucy, is being developed by Gonyea Company. Preliminary plat approval gives legal standing for the developer to proceed to final plat and all phases must meet the conditions of the preliminary plat. With the final plat, the city reviews the construction and landscaping plans to ensure they meet approved conditions.
Prior to the work starting on each phase, the city holds a preconstruction meeting with the contractor to review construction requirements and to identify any extraordinary issues that may need to be highlighted. In addition, the City Forester walks the site with the contractor to ensure any trees noted for preservation are protected.

1st Concept - August, 2018
The Planning Commission held a public hearing on the concept. The City Council reviewed the concept and based on public input, the street connection was eliminated from Galpin Boulevard to Lake Lucy Road. Additional changes were made resulting in the approved preliminary plat.

With road restrictions lifted the development is scheduling the completion of the final lift of asphalt, curb ramp improvements, and any remaining minor punch list items. While major public infrastructure construction is wrapping up, the development continues to construct homes through the building permit process.
